The 24-70 f/2.8 is only a 3x zoom that goes from wide to just over normal. If Nikon made a 24-70 f/4 you'd probably see something similar to what people see in the 70-200mm f4 vs the 70-200mm f/2.8. For what it does, the 24-120mm f/4 is really a very good lens. The VR is excellent.
A new lens or camera doesn't make the old one you have take any better photos. It really doesn't bring down the value of the equipment that much. Over time the 24-70 f/2.8 has come down (I'm pretty sure it was $2,000 at one point) it doesn't just magically drop when a new model comes out, it drops as they pay off the R&D and start up costs. Since then Nikon has introduced G f2.8 primes in the relevant zoom range with better optics but bigger than D and with relatively slow focus compared to the very fast focus original 24-70.
