Edit: You could probably do the same with Skaven, or even Tomb Lords. Really depends on the aesthetic you want your army to have on the tabletop. House goliath gangers, AoS khorne range, and beastmen as someone else mentioned are all good options. Chaos marauders are fun! Swole barbarian cultists. Just need to add guns.

Jeans: Incubi Darkness > Thunderhawk Blue > Russ Grey. Black: Adabbon Black > Eshin Grey > Dawnstone > Nuln Oil. Red Cloth: Doombull Brown > Khorne Red > Wazdakka Red.

Obv not all Genestealer Cultists would wear this, but they can't make models for every possible style of dress across the Imperium. Anyway, it'd be perfectly cromulent to use these bodies for Chaos Cultists, but I'd agree the heads aren't really suitable. Personally, I'd say the Cawdor gangers are the most Cultist-y looking models.

Well 5 months on now and sadly there's no word or hint at any new cultist models. I suppose there's a possibility that they could release a proper chaos cultists kit for the new edition of Kill Team which would also work for 40k, as they have for the Ork Kommandos and Death Korps of Krieg, but that's just pure speculation.
