There should be enough easily accessible mastery points to progress through the expansion. Especially when you wait with the last mastery (4) of every mount until you get the other ones to level 3 first. L3 gives you the important ability needed for the new maps. So, first work on Raptor 3, than springer 3, skimmer 3 etc.
All mounts are tied to the Path of Fire expansion in different degrees. Even the WvW mount requires Path of Fire to be at least owned. Some also require Living World Season 4 on top of Path of Fire (2 to be precise) The only exceptions are festivals where races provide a rental mount to utilise in the area. For example you can rent one to run

In short: there is no other efficient way to get outfits and mount skins besides $$$.Gold to gem will take a lot of farming so lot's of time and it is probably a lot more efficient to just spend some $ (depends on your RL income).Key farming the same. In my opinion that 1-3 key per week and trying your luck is just a lUGvH.
